  1. The internet said I should comment on NPS’s proposal to limit assembly at certain DC locations, but I have too many questions. Is it constitutional? How does public forum doctrine fit into it? If 45 hold rallies, is that viewpoint discrimination? regulations.gov/document?D=NPS-2018-0007-0001
